The information below is designed to help you understand the charges, surcharges, fees, and other amounts that may appear on your invoice. Each Waste Connections affiliate is responsible for managing its own operations and billing, and the name, amount, calculation, and application of charges may vary by affiliate, service location, service type, contract terms, and operating conditions.

Service agreements used by Waste Connections affiliates may include a provision that mandates binding arbitration and waives class action rights. In such circumstances, the provisions below concerning binding arbitration and class action waiver apply.

Fuel and Material Surcharges

Assessed to help recover costs of diesel, natural gas, electricity, and other fuels, petroleum-based products, lubricants, parts, tires, and materials used in the operation, maintenance, and servicing of our fleet. These charges may fluctuate periodically based on changes in cost to Waste Connections affiliates of fuel inputs, materials, and supplies. The amount and calculation may vary by service location, service type, affiliate, contract terms, customer category, equipment used, and operating conditions.

Environmental and Regulatory Charges

Assessed to recover operating and capital costs related to environmental, health and safety, transportation, and regulatory compliance requirements associated with the transportation of solid waste and operation of collection facilities, transfer stations, landfills, material recovery facilities, composting facilities, waste-to-energy facilities, and landfill gas systems.

Compliance costs include leachate and wastewater treatment, engineering, monitoring, testing, reporting, environmental insurance, permitting costs, vehicle emissions monitoring, and capital investments associated with regulatory compliance. These charges are not directly related to the costs of any specific customer account and may vary by service location, service type, affiliate, contract terms, type of waste, facility type, and operating conditions.

Administrative or Invoice Fees

Relate to costs associated with account administration, generating and delivering invoices, processing payments, maintaining billing systems, and other account-related activities. These charges are not directly related to the costs of administering any specific customer account.

Container Fees

Charges associated with providing, maintaining, repairing, replacing, exchanging, delivering, removing, or refurbishing containers for collection and storage of solid waste or recyclable materials. A Container Fee may include the right to switch out a container once per year for one of the same size. Additional exchanges may incur a separate fee.

Other Information

Charges may appear as separate line items or combined, depending on service location, type, affiliate, and contract terms. None of these charges are taxes imposed by or submitted to a governmental agency. All charges may vary by service location, service type, affiliate, contract terms, and operating conditions. Payment of invoiced amounts constitutes knowing and voluntary consent to any such charge or fee.

Please contact the Waste Connections affiliate providing your service with any questions about charges, surcharges, fees, or other amounts on your invoice.

Binding Arbitration and Class Action Waiver

Disputes arising out of or relating to rate adjustments, fees, charges, or surcharges shall be resolved by mandatory binding arbitration before a single arbitrator administered by the American Arbitration Association. This agreement to arbitrate is governed by the Federal Arbitration Act.

The following are NOT subject to arbitration: (A) claims related to bodily injury, property damage, or hazardous waste; (B) affiliate claims to collect past due charges, fees, or liquidated damages; (C) claims relating to equipment, intellectual property, systems, data, or operational security; (D) claims related to misuse of online services; (E) any dispute not arising from rate adjustments, fees, charges, or surcharges.

ALL DISPUTES MUST BE BROUGHT IN AN INDIVIDUAL CAPACITY — NOT AS A CLASS MEMBER IN ANY CLASS, CONSOLIDATED, COLLECTIVE OR REPRESENTATIVE ACTION. EACH PARTY WAIVES ALL RIGHTS TO CLASS OR REPRESENTATIVE PROCEEDINGS. ANY ISSUE CONCERNING THE VALIDITY OF ARBITRATION OR CLASS ACTION WAIVER PROVISIONS SHALL BE DECIDED BY A COURT, NOT AN ARBITRATOR.

This policy is designed to help you understand some of the line items on your bill and explain how we strive to control costs and minimize impact to our customers.

Fuel Surcharge

Tracks changes to the price of diesel and similar hydrocarbon-based fuels used to operate our fleet. In Canada, the Fuel Surcharge is tied to the "Canadian Average Retail Price for Diesel" (per litre) as listed on the Natural Resources Canada website, using the peak weekly price per litre from the calendar month of your invoice date (or preceding month if invoiced on the 15th).

The Canadian Retail Price is referenced to the Canadian Fuel Surcharge Table to determine the percentage applied to your invoice charges (before tax). The surcharge remains constant when the Canadian Retail Price is at or below $0.70 per litre (our baseline rate).

This charge is not directly associated with the cost of servicing your specific account — it is based on overall regional or company-wide fuel costs.

Environmental and Regulatory Surcharge

Helps recover the ongoing and increasingly complex environmental and compliance costs associated with operating collection, transfer station, landfill, material recovery, and waste-to-energy facilities on a regional or company-wide basis. Not related to the specific costs of servicing your account.

Administrative Fees

Relates to costs associated with generating invoices, processing payments, and other transaction fees associated with your account. Set to cover such costs.

Container Maintenance

Allows a customer to switch out a container (for one of the same size) once per year for any reason. If you wish to switch more frequently, or are not assessed a Container Maintenance Fee, you will be charged an Exchange Fee per the rate in your Service Agreement.

Calculation of Surcharges

Each surcharge and fee will appear as a separate line item. The Fuel Surcharge and Environmental & Regulatory Surcharge may be combined — their percentages are added together and applied to the total invoice amount (excluding tax).

Example: Fuel component 15.08% + Environmental 19.5% = 34.58% combined on a $100 invoice = $34.58 total charge.

Other Information

None of the fees described are taxes submitted to a governmental agency. Changes to this pricing policy may be made at any time and will be reflected on your next invoice. Consent is deemed given upon payment following such notice.

Binding Arbitration

Except for Excluded Claims, all disputes arising out of or relating to this Pricing Policy or amounts invoiced shall be resolved by mandatory binding arbitration before a single arbitrator administered by the ADR Institute in the jurisdiction where services are provided.

Excluded Claims include: (A) bodily injury, real property damage, or unacceptable waste claims; (B) claims to collect past due charges, lost profits for early contract termination, or liquidated damages; (C) any other Excluded Claims defined in a written agreement between the parties.

Waiver of Class Action Rights

All disputes must be brought in an individual capacity — not as a plaintiff or class member in any class, consolidated, collective, or representative proceeding. Each party waives all rights to class or representative proceedings. Any adjudication of these provisions shall be done by a court, not an arbitrator.
